At the invitation of H.E. Wolfgang ISCHINGER, Ambassador and Chairman of the Munich Security Conference (MSC), H.E. Prof. Robert DUSSEY, Minister of Foreign Affairs, Cooperation, African Integration and Togolese Abroad, participated on February 12 and 13, 2026, in the 62nd edition of the Munich Security Conference, held in Munich, Federal Republic of Germany.
A major gathering of global strategic diplomacy, this edition was devoted to the profound ongoing geopolitical transformations, the evolution of the international order, and the prospects for reshaping the global security architecture in a context marked by the fragmentation of traditional balances, the intensification of regional crises, and global economic uncertainties.
🇹🇬 TOGO’S PROACTIVE DIPLOMACY
Togo’s participation in this high-level meeting is part of the continuation of the proactive, balanced, and responsible diplomacy driven by H.E. Faure Essozimna Gnassingbé, President of the Council. It reflects Togo’s constant commitment to actively contributing to international discussions on peace and security, while promoting a concerted African approach based on conflict prevention, peaceful settlement of disputes, and the close connection between security and development.

🤝 HIGH-LEVEL BILATERAL CONSULTATIONS
On the sidelines of the proceedings, the Head of Togolese diplomacy held a series of high-level bilateral consultations, notably with:

These exchanges provided an opportunity to commend the excellence of cooperation between Togo and these countries as well as the depth of their partnership. Discussions focused in particular on strengthening cooperation in the areas of security, regional stabilization, economic development, governance, and humanitarian action. The parties reaffirmed their commitment to multilateralism, strategic coordination, and an integrated approach to contemporary crises.
🎯 TOGO’S STRATEGIC VISION
During these meetings, the Minister presented Togo’s strategic vision on peace and security, structured around the inseparable triptych: security, development, and social cohesion.
He emphasized that the fight against terrorism and violent extremism cannot be exclusively security-focused, but requires comprehensive responses that integrate investment in vulnerable territories, the creation of opportunities for youth, and the strengthening of community resilience.

🌍 SECURITY SITUATION IN WEST AFRICA
Addressing the security situation in West Africa and the Sahel region, he expressed his deep concern about the persistence of terrorist threats and their expansion toward coastal areas.
He reaffirmed Togo’s determination to work toward strengthening regional and multilateral cooperation, particularly through intelligence sharing, capacity building for defense and security forces, and support for stabilization and development programs in border regions.
These positions defended by Togo in Munich are part of the momentum of the Lomé Peace and Security Forum (LPSF), a Togolese platform for strategic reflection dedicated to African peace and security issues, which promotes assertive African leadership and an integrated approach to security challenges.

On February 13, 2026, H.E. Prof. Robert DUSSEY participated as a panelist in two segments of the official program:
Panel 1: Humanitarian Assistance
The Minister expressed serious concerns about the consequences of humanitarian funding cuts on the capacity of fragile states to respond to multiple crises.
Panel 2: “Restart or Repair? Towards a New Development Paradigm”
The Minister emphasized that reforming the international financial architecture is a strategic imperative linked to the very credibility of the world order.
🆘 HUMANITARIAN ASSISTANCE
During the panel on humanitarian assistance, the Minister noted that these budget contractions particularly affect regions already heavily exposed to conflicts and climate shocks, notably in the Great Lakes region. He emphasized that insufficient resources compromise not only emergency interventions but also the structural investments essential for lasting stabilization.
Advocating for more predictable, sustainable, and depoliticized funding for humanitarian action, he called for moving beyond a strictly short-term crisis management approach to establish sustainable mechanisms for international solidarity. He stressed the need for better alignment between security responses and socio-economic interventions, an essential condition for addressing the root causes of instability.

📊 REFORM OF THE INTERNATIONAL DEVELOPMENT SYSTEM
In the panel dedicated to reforming the international development system, the Minister emphasized that, in a context characterized by geopolitical fragmentation, the erosion of concessional financing, and the persistence of security tensions, notably in the Sahel, reforming the international financial architecture constitutes a strategic imperative linked to the very credibility of the world order.
He advocated for a rebalancing of international financial governance mechanisms, more equitable representation of African countries in decision-making bodies, and effective recognition of the structural link between development, peace, and security. He called for a paradigm shift, moving from an assistance-based approach to a structuring investment dynamic, based on controlled risk-sharing with the private sector and a strengthened catalytic role for multilateral development banks.
Through its active participation in the 62nd Munich Security Conference, Togo confirms its commitment to a renewed multilateralism, an inclusive security governance, and an international partnership based on mutual respect, in the service of stability, sustainable development, and shared prosperity.
