His Excellency Professor Robert DUSSEY, Minister of Foreign Affairs, African Integration and Togolese Abroad, received on July 15, 2026, His Excellency Mr. Xavier BETTEL, Deputy Prime Minister, Minister of Foreign and European Affairs and Foreign Trade, Minister of Cooperation and Humanitarian Action of the Grand Duchy of Luxembourg.

Strengthening ties of friendship and cooperation
This visit is part of the strengthening of the ties of friendship and cooperation between Togo and Luxembourg.
Audience with the President of the Council
During his stay, His Excellency Mr. Xavier BETTEL was received in audience by the President of the Council, His Excellency Mr. Faure Essozimna GNASSINGBE, to whom he conveyed a message from His Excellency Mr. Luc FRIEDEN, Prime Minister of the Grand Duchy of Luxembourg.
Talks marked by cordiality and trust
The talks between the Luxembourg Deputy Prime Minister and the head of Togolese diplomacy, in which Ms. Cina LAWSON, Minister of Digital Economy and Transformation, also took part, were held in an atmosphere marked by cordiality, mutual respect and trust.
They allowed for an in-depth exchange on bilateral relations as well as on the main regional and international issues of common interest.

Political dialogue and structured cooperation
On the bilateral front, the three ministers welcomed the excellent relations between Togo and Luxembourg as well as the progress made in structuring their cooperation, despite the recent nature of the legal framework governing it.
They welcomed the quality of the political dialogue between the two countries, particularly within the framework of exchanges between Togo and the European Union. Convinced of the need to further strengthen their diplomatic consultations, they agreed to institutionalize a mechanism for regular political consultations between the foreign ministries of both countries through the upcoming signing of a memorandum of understanding.
Three major cooperation instruments signed
On this occasion, three major cooperation instruments were signed between the government of the Togolese Republic and the government of the Grand Duchy of Luxembourg:
- The financing agreement protocol for the program “Initiative for Local Growth, Resource Use and Balance of Protected Ecosystems (INCLURE)”.
- The Togo-Luxembourg Indicative Cooperation Program (PIC).
- The cybersecurity cooperation program in Togo, Togocyber+.
Gratitude from the Togolese government
Professor Robert DUSSEY expressed the gratitude of the Togolese government to the Luxembourg government for its steady commitment to Togo’s development.
He particularly commended the support provided through the Luxembourg Development Cooperation Agency, LuxDev, in strategic sectors such as technical education, vocational training and integration, environmental protection, the fight against the effects of climate change, digital transformation and good governance.
Convergence at the multilateral level
At the multilateral level, the three ministers welcomed the convergence of views between Togo and Luxembourg on the major challenges facing the international community.
They expressed their willingness to continue close cooperation within the international organizations of which their countries are members.

Peace, multilateralism and peaceful settlement of disputes
The discussions also covered several current international issues, including political crises and armed conflicts in Africa and other regions of the world.
In this regard, both parties reaffirmed their commitment to the principles of dialogue, multilateralism and the peaceful settlement of disputes.
Togo’s role praised on the African and international stage
H.E. Mr. Xavier BETTEL praised Togo’s long-standing commitment to peace, stability and security in Africa.
He notably commended Togo for its new 2026-2028 Sahel strategy, launched on April 18, 2026 in Lomé, which positions Togo as a key mediator and bridge between the Alliance of Sahel States and the international community.
He also commended Togo for its growing role on the African and international diplomatic stage, highlighting in particular the success of the extraordinary ministerial conference of the African Political Alliance, held in Lomé on July 3, 2026.
An official visit in the service of a strengthened partnership
At the end of his visit, H.E. Mr. Xavier BETTEL thanked the Togolese authorities for the warm welcome and hospitality extended to his delegation.
