OFFICIAL VISIT OF H.E. PROF. ROBERT DUSSEY TO SINGAPORE

  1. At the invitation of his counterpart from the Republic of Singapore, H.E. Dr. Vivian BALAKRISHNAN, the Minister of Foreign Affairs, Regional Integration, and Togolese Abroad of the Togolese Republic, H.E. Prof. Robert DUSSEY, undertook an official visit to Singapore from March 23 to 25, 2025.
  2. This visit falls within the framework of strengthening and revitalizing bilateral relations between Singapore and Togo, which were established on June 15, 2012.
  3. On the bilateral level, the two foreign ministers welcomed the excellent relations of friendship and cooperation between Togo and Singapore and emphasized the need to establish a broader cooperation framework in areas of mutual interest to both countries.
  4. In this regard, Ministers DUSSEY and BALAKRISHNAN discussed the draft framework cooperation agreement between the Togolese Republic and the Republic of Singapore, proposed by the Togolese side. They urged their respective technical teams to expedite the review of the draft agreement with a view to signing it during their next meeting.
  5. To promote political exchanges and regular consultations between the two states, the two ministers signed a Memorandum of Understanding on bilateral consultations between the Ministries of Foreign Affairs of Togo and Singapore.
  6. At the regional and international levels, the two officials discussed issues of global peace and security, with a particular focus on Africa. The Singaporean diplomat congratulated Togo for its tireless efforts in promoting peace and security in Africa through peaceful means.
  7. At the multilateral level, the two ministers welcomed the convergence of views between Togo and Singapore on major global challenges and issues. As such, they encouraged each other to strengthen cooperation between the two countries within international institutions.
  8. During his stay, Minister DUSSEY held a working session with Ms. Veerle NOUWENS, Executive Director of the International Institute for Strategic Studies (IISS) in Singapore. The two officials discussed issues of global peace and security as well as potential partnerships between the institute—known for promoting the Shangri-La Dialogue in the Asia-Pacific region—and the LomĂ© Peace and Security Forum (LPSF) in Africa.
  9. At the end of his visit, H.E. Prof. Robert DUSSEY expressed his gratitude to the Singaporean authorities for the facilities and courtesies extended to him during his stay and extended an invitation to H.E. Dr. Vivian BALAKRISHNAN to undertake an official visit to Lomé. The Singaporean Foreign Minister accepted the invitation, with the date to be agreed upon by mutual consent.
