The 9th Pan-African Congress, held from December 8 to 12, 2025 in Lomé, adopted historic decisions for the future of Pan-Africanism and coordination between Africa and its diaspora.

Coordination Entrusted to Togo
The Republic of Togo, as host country and co-organizer of the Congress, is entrusted with the mission of coordinating the follow-up on the implementation of commitments and decisions, in collaboration with:
African Union Commission
African States
Nations hosting the diaspora
Diaspora institutions

Follow-up Committee
Establishment of a Committee responsible for monitoring the implementation of the recommendations and decisions of the 9th Pan-African Congress.
This committee will ensure the continuity and coherence of commitments made in Lomé

Pan-African Day of Remembrance
Support for the institutionalization of a Pan-African Day in memory of the deported and victims of slavery and colonization.
Invited to define the annual date:
▸ African States and African Union
▸ CARICOM and its Member States
▸ CELAC (Community of Latin American and Caribbean States)
▸ Forums and platforms for engagement with the African diaspora

Draft Resolution to Submit to the UN
Request made to the Republic of Togo to bring the matter before the United Nations General Assembly for the adoption of a Resolution on reparations and restitutions.

Scheduling of the Pan-African Congress
Decision to organize an edition of the Pan-African Congress every five (5) years and to create a permanent bureau of the Pan-African Congress, with the host country and/or institution to be determined after consultations between States and with various stakeholders.

Transmission to the African Union
Formal transmission of the Declaration of the 9th Pan-African Congress to:
▸ Conference of Heads of State and Government of the African Union
▸ Relevant organs, mechanisms and processes of the Union
▸ Regional and international partner organizations
For review and consideration in promoting Pan-African objectives

These decisions mark a new era of coordination
between Africa and its global diaspora.
Togo becomes the pivot of this historic dynamic.
Divided, Africa is vulnerable.
